Under floor electric heating elements
Taking the “hint” from the “Toasty” comment then this could be an oven of some type (toaster oven , commercial , industrial , oven). Perhaps one that has a conveyor running though it…. or not. Maybe the toaster oven that John Pratten used to cook his hot dog!.

I certainly hope that John doesn’t make a regular habit out of cooking his hot dogs on this surface! If so, I wouldn’t recommend going over to his house for a barbeque! (~grin~)
