Answer: The image is of the lower portion of a crane boom, showing two hydraulic driven pumps that control the primary lift cable and the heavy lift cable. It is a 150 ton crane that was designed for field assemble of wind towers.
Sidenote: This particular type of crane has to be assembled and disassembled at the job site and is transported using about 25 semi trailers!
